In collaboration with Indonesia Anti Dumping Committee (KADI), the ARISE+ Indonesia facilitated training sessions on Ensuring High Quality and Efficient Case Handling and Investigation Processes. Around 40 officials from KADI and the Trade Defense Directorate  Ministry of Industry participated in the events to strengthen anti-subsidy (countervailing) implementation, held via Zoom on 22 and 26 February 2021.

The first training session discussed different methodologies to determine the margin of subsidy in grants and loans and various other types of subsidies, such as export tax waivers, duty draw-back schemes, and input subsidies. The second session discussed the outcome of the exercises and addressed the questions raised by investigating officers.

"We are now preparing the legislation that will be the basis for KADI to pursue anti-dumping and countervailing measures. That's why this training is very important to us," said KADI Chairman Bachrul Chairi said during opening remarks.

The draft legislative provisions for the inclusion of the Anti-Dumping Measure, Countervailing Measure, and Safeguard Measure Law 34 of 2011, facilitated by ARISE+ Indonesia, has just been finalised. The legislation is required by the World Trade Organization (WTO) before countries can impose countervailing duties.

Both the legislation and training will assist KADI in effectively undertaking countervailing investigations to protect the Indonesian industry against injury caused by subsidised imports, something it has not effectively done to date. Moreover, the Indonesian industry is also provided with a layer of WTO sanctioned protection that can be used against injurious imports.

The ARISE+ Indonesia project aims to strengthen government institutions and stakeholders' capacity in a wide range of areas within international trade, competitiveness, and business environment. It is coordinated by BAPPENAS (the Ministry of National Development Planning), the Ministry of Trade and other government agencies, and stakeholders in the areas covered by the programme.
