Technical Assistance I

The successful development of a groundbreaking Case Management System (CMS) by ARISE+ Indonesia, in collaboration with Koltiva, serves as a significant milestone for trade investigations. This innovative tool, designed to support the Ministry of Trade in streamlining and effectively managing the trade investigation process, is a trailblazer as Southeast Asia's first trade remedy investigation system.

Following its development, demonstrations and trials were executed for stakeholders, including the Indonesian Anti Dumping Committee (KADI), the Indonesian Safeguards Committee (KPPI), the Directorate of Trade Defense (DPP) at the Ministry of Trade, industries and law firms. The aim of these sessions was to garner insights and feedback to further refine the system. Koltiva will provide twelve months of maintenance support to ensure the system's optimal functionality.

To ensure proficiency in the use of the CMS, intensive user training sessions were conducted from 15-17 May 2023 for KADI, KPPI and DPP, and on 19 May 2023 for the private sector. These training sessions are expected to facilitate CMS application to its fullest potential across sectors.

The CMS, one of the notable results of Technical Assistance I, was officially handed over to KADI during the ARISE+ Indonesia Programme Results Dissemination Event on 17 May 2023 in Jakarta.

Donna Gultom, the Head of KADI, expressed profound appreciation to ARISE+ Indonesia. "The Case Management System is a game-changing solution that will unquestionably boost the efficiency and transparency of our trade investigations. The tool will truly revolutionise our approach to investigations," she noted.

Overseen by Marius Bordalba, ARISE+ Indonesia's Trade Remedy Expert, the development of the CMS involved extensive consultations with Ministry of Trade officials and the private sector, ensuring the CMS effectively catered to their needs.

Designed to tackle traditional challenges of trade investigations, such as scattered documentation, high mailing costs, transparency issues, time-consuming processes, and decentralised databases, the CMS integrates these features into an innovative and user-friendly digital platform.

The newly developed CMS encompasses several state-of-the-art features intended to optimise the trade investigation process. These include a unified Case Management System, an integrated Case Filing System, a Document Based Template, an E-notification feature, a unified Messaging channel, and a System Configuration feature for system customisation.

Akmal Musaddad, a Trade Investigator at KADI who contributed to the CMS development process, voiced his excitement at the system's completion. "We take immense pride and feel enthusiastic about this new system that will bolster and streamline the conduct of anti-dumping and anti-subsidy investigations," he stated.

Bayu Maulana, a representative from the steel industry, lauded ARISE+ Indonesia and KADI for developing the innovative CMS. "We anticipate that the new CMS will facilitate the domestic industries in filing anti-dumping and subsidy complaints, thereby bolstering Indonesia's trade defence measures," he said.

Likewise, Putri, a representative from one of the attending law firms, shared a similar sentiment. She expressed optimism that the new CMS will enhance cost and time efficiency, reduce error risk due to manual document handling, and improve the transparency of anti-dumping investigations.
